It was narrated that Ibn ‘Abbas (رضي الله عنه) said: The Messenger of Allah (ﷺ), Abu Bakr, ‘Umar and ‘Uthman continued ‘Umrah on to the Hajj [tamattu’ or qiran]; the first one to forbid it was Mu’awiyah.
